The Hong Kong Federation of Insurers (HKFI) announces today (30 April 2024) the appointment of its Governing Committee for the term 2024/2025:

Mr Ivan Tam has over 26 years of experience in the operations of insurance services and has served the General Insurance Council of HKFI for 9 years. Mr Ellick Tsui has over 30 years of experience in the insurance industry and has worked in various areas.
Under the Governing Committee of the HKFI, there are two Councils responsible for dealing with all technical matters concerning general insurance and life insurance respectively. The General Insurance Council is chaired by Mr Eric Hui while the Life Insurance Council is chaired by Mr Clement Lam.
Established in August 1988, the HKFI enjoys full recognition by the HKSAR Government as the representative insurer body of the industry. It exists to promote insurance to the people of Hong Kong and build consumer confidence in the industry by promoting high standards of ethics and professionalism amongst its Members.
Mr Ivan Tam, MH
The Hong Kong Federation of Insurers (HKFI) Chairman 2024/2025
Mr Ivan Tam is the Chairman of HKFI and a Councillor of the General Insurance Council (GIC). He also serves as the Chairman of Task Force on Employees' Compensation and a member of Legal Working Group of GIC. Representing HKFI, Mr Tam also sits as a member on the Class Actions Sub-committee of the Law Reform Commission of Hong Kong, the Committee on Employees’ Compensation of the Labour Advisory Board, and the Appeal Panel on Disciplinary Actions for the Voluntary Health Insurance Scheme.
Mr Tam joined Chevalier Group in 1986 and is currently the Deputy Managing Director of the Group and the Director and Chief Executive of Chevalier Insurance Co. Ltd, responsible for the operations of insurance services; cold storage and logistics; property investment and development; property management; and travel agency businesses.
Mr Tam holds a Bachelor Degree in Laws from Peking University of the People’s Republic of China; a Master of Arts Degree from City University of Hong Kong; and a Postgraduate Diploma in Corporate Administration from the Hong Kong Polytechnic University. Mr Tam is a Fellow Member of each of the Chartered Institute of Arbitrators; the Royal Institution of Chartered Surveyors; the Chartered Governance Institute in the United Kingdom; and the Hong Kong Chartered Governance Institute. Mr Tam is also a Chartered Member of the Chartered Institute of Housing in the United Kingdom.
In addition, he is a Past President of both The Hong Kong Chartered Governance Institute and The Hong Kong Association of Property Management Companies. He is also currently a member of the fifth-term Election Committee (Insurance Subsector) of the Hong Kong Special Administrative Region.
Mr Ellick Tsui
HKFI Deputy Chairman 2024/2025
Mr Ellick Tsui is the Deputy Chairman of HKFI and a Councillor of Life Insurance Council (LIC). He also serves as the Chairman of Task Force on IFRS 17 and Risk-based Capital Framework of LIC. He is also a member of Task Force on Greater China Affairs. Representing HKFI, Mr Tsui sits as a member of the Insurance Regulatory Advisory Panel of Hong Kong Institute of Certified Public Accountants (HKICPA). He is also a member of the Life Committee of Actuarial Society of Hong Kong (ASHK).
Mr Tsui is the Advisory Committee member for the Insurance, Financial and Actuarial Analysis (IFAA) program of the CUHK Business School. He is also the member of Financial Services Development Council (FSDC) Working Group on Mobilising Insurance Capital to Foster Sustainable Economic and Social Development.
He is the Deputy Chief Executive Officer & Chief Financial Officer of FTLife Insurance Company Limited. He leads the Actuarial, Finance, Investment Management, Risk Management and Compliance team.
Mr Tsui has over 30 years of experience in the insurance industry and has worked in various areas from regional business development covering China, India, Indonesia, Philippines; marketing and branding, product development, pricing, investment, ALM, valuation, capital management to risk.
Prior to joining FTLife, he was Deputy Chief Executive and Chief Financial Officer at BOC Group Life Assurance Company Limited. He held senior management positions having worked in HSBC Life, Sun Life and Manulife. Before returning to Hong Kong in 1999, Mr Tsui worked at Canada Life in Toronto, Canada for almost 10 years with extensive overseas experience.
Mr Tsui graduated from the University of Toronto, Canada and is currently fellow member of Canadian Institute of Actuaries, Society of Actuaries of the USA, and Actuarial Society of Hong Kong.
Mr Eric Hui
General Insurance Council Chairman 2024/2025
Mr Eric Hui is the Chairman of the GIC, a Governing Committee Member of HKFI and the Chairman of Task Force on Green Insurance and InsurTech Task Force of GIC. He is also a member of Legal Working Group of GIC.
As Chief Executive Officer of Zurich Insurance (Hong Kong) and Chairman of Zurich General Insurance Company (China), Mr Hui spearheads all strategic development to drive Zurich’s Life and General Insurance businesses in Hong Kong and Greater China context towards profitable growth, and is responsible for Board functions across Shanghai, Beijing and Guangzhou.
Prior to the current role, Mr Hui was the Chief Executive Officer of Zurich’s General Insurance business. With over 30 years in the insurance industry, he began his career at Swire Group in 1989 as a group management trainee, starting at the trading division and later specialized in insurance business. In his earlier roles with Zurich, Mr Hui had led the expansion and development of the Company’s commercial and consumer businesses on a multi-channel distribution platform and worked in overseas markets in the Greater China and Southeast Asia region for business development.
Mr Hui’s current public positions include being a member of the Resolution Compensation Tribunal and Anti‐Money Laundering and Counter‐Terrorist Financing Review Tribunal as appointed by the HKSAR Government, Chairman of the Motor Insurers’ Bureau of Hong Kong and Chairman of the Advisory Committee of Employees’ Compensation Insurance Residual Scheme Bureau Board. He is also the Deputy Chairman of the Employees Compensation Insurer Insolvency Bureau, a member of the Belt and Road & Greater Bay Area Committee under the Hong Kong Trade Development Council, the Human Capital Committee under Financial Services Development Council, and the Insurance Management Committee of the Hong Kong Management Association. In the realm of academia and public welfare, Mr Hui is a member of the Honorary Advisory Board for the Actuarial Society of Hong Kong, Global Advisory Board of MBA in Finance (FMBA) of The Chinese University of Hong Kong, and Board of Directors of The Jane Goodall Institute (Hong Kong).
Mr Hui graduated from the Chinese University of Hong Kong with a master’s degree and a bachelor’s degree in Business Administration and completed the Advanced Management Program by INSEAD Business School, Fontainebleau. He holds the professional qualification of Associateship at the Chartered Insurance Institute, and the Fellowship at Life Management Institute. He is a graduate of the tenth class of Chinese Academy of Governance and a member of Hong Kong Academy of Finance.
Mr Clement Lam
Life Insurance Council Chairman 2024/2025
Mr Clement Lam is the Chairman of the LIC and a Governing Committee Member of HKFI. Mr Lam is also the Chairman of Life Operation and Risk Management Working Group and Convenor of InsurTech Task Force of LIC. He is also a member of Insurers-Brokers Liaison Committee of HKFI.
Mr Lam is a Member of the Governors’ Council of the Canadian Chamber of Commerce in Hong Kong. He is also a Fellow Member of the Canadian Institute of Actuaries (Canada) and Society of Actuaries (FSA).
Mr Lam is the Chief Executive Officer at Sun Life Hong Kong. In this role, he oversees and leads the Company’s business development and operations. He has more than 18 years of experience in the insurance industry in North America and Asia. He joined Sun Life’s team in Canada in 2007 and moved to Hong Kong in 2009. Over the years, Mr Lam took on pivotal roles at Sun Life’s regional office in Asia, where he led product actuary and product innovation, and spearheaded the development of Telco-Assurance business. He was also a core member of the leadership team that supervised Sun Life’s business in mainland China.
In January 2017, Mr Lam was appointed General Manager, Life and Health, Sun Life Hong Kong. Under his leadership, the Life and Health businesses achieved phenomenal growth in product development and business performance, as well as distribution to high-net-worth individuals. He has been supervising the Company’s strategic investment in Bowtie Life Insurance Company Limited, the first virtual insurer approved under the Fast Track pilot scheme of the Insurance Authority in Hong Kong and was appointed Chairman of the Board at Bowtie from May 2020 to June 2023.
Mr Lam holds a Bachelor of Mathematics in Honors Mathematics (Distinction) from the University of Waterloo.

Mr Clement Lam
Life Insurance Council Chairman 2024/2025
Mr Clement Lam is the Chairman of the LIC and a Governing Committee Member of HKFI. Mr Lam is also the Chairman of Life Operation and Risk Management Working Group and Convenor of InsurTech Task Force of LIC. He is also a member of Insurers-Brokers Liaison Committee of HKFI.
Mr Lam is a Member of the Governors’ Council of the Canadian Chamber of Commerce in Hong Kong. He is also a Fellow Member of the Canadian Institute of Actuaries (Canada) and Society of Actuaries (FSA).
Mr Lam is the Chief Executive Officer at Sun Life Hong Kong. In this role, he oversees and leads the Company’s business development and operations. He has more than 18 years of experience in the insurance industry in North America and Asia. He joined Sun Life’s team in Canada in 2007 and moved to Hong Kong in 2009. Over the years, Mr Lam took on pivotal roles at Sun Life’s regional office in Asia, where he led product actuary and product innovation, and spearheaded the development of Telco-Assurance business. He was also a core member of the leadership team that supervised Sun Life’s business in mainland China.
In January 2017, Mr Lam was appointed General Manager, Life and Health, Sun Life Hong Kong. Under his leadership, the Life and Health businesses achieved phenomenal growth in product development and business performance, as well as distribution to high-net-worth individuals. He has been supervising the Company’s strategic investment in Bowtie Life Insurance Company Limited, the first virtual insurer approved under the Fast Track pilot scheme of the Insurance Authority in Hong Kong and was appointed Chairman of the Board at Bowtie from May 2020 to June 2023.
Mr Lam holds a Bachelor of Mathematics in Honors Mathematics (Distinction) from the University of Waterloo.

Mr Ivan Tam has over 26 years of experience in the operations of insurance services and has served the General Insurance Council of HKFI for 9 years. Mr Ellick Tsui has over 30 years of experience in the insurance industry and has worked in various areas.
Under the Governing Committee of the HKFI, there are two Councils responsible for dealing with all technical matters concerning general insurance and life insurance respectively. The General Insurance Council is chaired by Mr Eric Hui while the Life Insurance Council is chaired by Mr Clement Lam.
Established in August 1988, the HKFI enjoys full recognition by the HKSAR Government as the representative insurer body of the industry. It exists to promote insurance to the people of Hong Kong and build consumer confidence in the industry by promoting high standards of ethics and professionalism amongst its Members.
Mr Ivan Tam, MH
The Hong Kong Federation of Insurers (HKFI) Chairman 2024/2025
Mr Ivan Tam is the Chairman of HKFI and a Councillor of the General Insurance Council (GIC). He also serves as the Chairman of Task Force on Employees' Compensation and a member of Legal Working Group of GIC. Representing HKFI, Mr Tam also sits as a member on the Class Actions Sub-committee of the Law Reform Commission of Hong Kong, the Committee on Employees’ Compensation of the Labour Advisory Board, and the Appeal Panel on Disciplinary Actions for the Voluntary Health Insurance Scheme.
Mr Tam joined Chevalier Group in 1986 and is currently the Deputy Managing Director of the Group and the Director and Chief Executive of Chevalier Insurance Co. Ltd, responsible for the operations of insurance services; cold storage and logistics; property investment and development; property management; and travel agency businesses.
Mr Tam holds a Bachelor Degree in Laws from Peking University of the People’s Republic of China; a Master of Arts Degree from City University of Hong Kong; and a Postgraduate Diploma in Corporate Administration from the Hong Kong Polytechnic University. Mr Tam is a Fellow Member of each of the Chartered Institute of Arbitrators; the Royal Institution of Chartered Surveyors; the Chartered Governance Institute in the United Kingdom; and the Hong Kong Chartered Governance Institute. Mr Tam is also a Chartered Member of the Chartered Institute of Housing in the United Kingdom.
In addition, he is a Past President of both The Hong Kong Chartered Governance Institute and The Hong Kong Association of Property Management Companies. He is also currently a member of the fifth-term Election Committee (Insurance Subsector) of the Hong Kong Special Administrative Region.
Mr Ellick Tsui
HKFI Deputy Chairman 2024/2025
Mr Ellick Tsui is the Deputy Chairman of HKFI and a Councillor of Life Insurance Council (LIC). He also serves as the Chairman of Task Force on IFRS 17 and Risk-based Capital Framework of LIC. He is also a member of Task Force on Greater China Affairs. Representing HKFI, Mr Tsui sits as a member of the Insurance Regulatory Advisory Panel of Hong Kong Institute of Certified Public Accountants (HKICPA). He is also a member of the Life Committee of Actuarial Society of Hong Kong (ASHK).
Mr Tsui is the Advisory Committee member for the Insurance, Financial and Actuarial Analysis (IFAA) program of the CUHK Business School. He is also the member of Financial Services Development Council (FSDC) Working Group on Mobilising Insurance Capital to Foster Sustainable Economic and Social Development.
He is the Deputy Chief Executive Officer & Chief Financial Officer of FTLife Insurance Company Limited. He leads the Actuarial, Finance, Investment Management, Risk Management and Compliance team.
Mr Tsui has over 30 years of experience in the insurance industry and has worked in various areas from regional business development covering China, India, Indonesia, Philippines; marketing and branding, product development, pricing, investment, ALM, valuation, capital management to risk.
Prior to joining FTLife, he was Deputy Chief Executive and Chief Financial Officer at BOC Group Life Assurance Company Limited. He held senior management positions having worked in HSBC Life, Sun Life and Manulife. Before returning to Hong Kong in 1999, Mr Tsui worked at Canada Life in Toronto, Canada for almost 10 years with extensive overseas experience.
Mr Tsui graduated from the University of Toronto, Canada and is currently fellow member of Canadian Institute of Actuaries, Society of Actuaries of the USA, and Actuarial Society of Hong Kong.
Mr Eric Hui
General Insurance Council Chairman 2024/2025
Mr Eric Hui is the Chairman of the GIC, a Governing Committee Member of HKFI and the Chairman of Task Force on Green Insurance and InsurTech Task Force of GIC. He is also a member of Legal Working Group of GIC.
As Chief Executive Officer of Zurich Insurance (Hong Kong) and Chairman of Zurich General Insurance Company (China), Mr Hui spearheads all strategic development to drive Zurich’s Life and General Insurance businesses in Hong Kong and Greater China context towards profitable growth, and is responsible for Board functions across Shanghai, Beijing and Guangzhou.
Prior to the current role, Mr Hui was the Chief Executive Officer of Zurich’s General Insurance business. With over 30 years in the insurance industry, he began his career at Swire Group in 1989 as a group management trainee, starting at the trading division and later specialized in insurance business. In his earlier roles with Zurich, Mr Hui had led the expansion and development of the Company’s commercial and consumer businesses on a multi-channel distribution platform and worked in overseas markets in the Greater China and Southeast Asia region for business development.
Mr Hui’s current public positions include being a member of the Resolution Compensation Tribunal and Anti‐Money Laundering and Counter‐Terrorist Financing Review Tribunal as appointed by the HKSAR Government, Chairman of the Motor Insurers’ Bureau of Hong Kong and Chairman of the Advisory Committee of Employees’ Compensation Insurance Residual Scheme Bureau Board. He is also the Deputy Chairman of the Employees Compensation Insurer Insolvency Bureau, a member of the Belt and Road & Greater Bay Area Committee under the Hong Kong Trade Development Council, the Human Capital Committee under Financial Services Development Council, and the Insurance Management Committee of the Hong Kong Management Association. In the realm of academia and public welfare, Mr Hui is a member of the Honorary Advisory Board for the Actuarial Society of Hong Kong, Global Advisory Board of MBA in Finance (FMBA) of The Chinese University of Hong Kong, and Board of Directors of The Jane Goodall Institute (Hong Kong).
Mr Hui graduated from the Chinese University of Hong Kong with a master’s degree and a bachelor’s degree in Business Administration and completed the Advanced Management Program by INSEAD Business School, Fontainebleau.
