The Hong Kong Federation of Insurers (HKFI) announces today (28 April 2023) the appointment of its Governing Committee for the term 2023/2024:

Ms Orchis Li has more than 20 years of experience with the insurance industry and has worked with a number of multinational insurance companies. Mr Ivan Tam has over 25 years of experience in the operations of insurance services and has served the General Insurance Council of HKFI for 8 years.
Under the Governing Committee of the HKFI, there are two Councils responsible for dealing with all technical matters concerning general insurance and life insurance respectively. The General Insurance Council is chaired by Ms Sally Wan while the Life Insurance Council is chaired by Mr Alger Fung.
Established in August 1988, the HKFI enjoys full recognition by the HKSAR Government as the representative insurer body of the industry. It exists to promote insurance to the people of Hong Kong and build consumer confidence in the industry by promoting high standards of ethics and professionalism amongst its Members.
Ms Orchis Li
The Hong Kong Federation of Insurers (HKFI) Chairman 2023/2024
Ms Orchis Li is the Chairman of HKFI and a Councillor of the Life Insurance Council (LIC). She also serves as the Chairman of the Actuarial Working Group and is a member of the Reinsurers’ Forum and Life Operation and Risk Management Working Group. She has also been appointed as a member of the Industry Advisory Committee with the Insurance Authority, the Complaints Panel under The Insurance Complaints Bureau, and the Appeal Panel on Disciplinary Actions for the VHIS. Orchis is also an active member of various committees with the Actuarial Society of Hong Kong.
Orchis is the General Manager of Gen Re’s Hong Kong Branch. She joined Gen Re in 2015 and is responsible for the management of the Hong Kong branch and MNCs client relationships. Orchis also has the responsibilities of driving InsurTech strategy as well as analytics and development of Critical Illness products for Asia. She has more than 20 years of experience with the insurance industry and prior to joining Gen Re, Orchis had worked with a number of multinational insurance companies.
Orchis is a Fellow of the Institute and Faculty of Actuaries.
Mr Ivan Tam, MH
HKFI Deputy Chairman 2023/2024
Mr Tam Kwok Wing, Ivan, is the Deputy Chairman of HKFI and a Councillor of the General Insurance Council (GIC). He also serves as the Chairman of Task Force on Employees' Compensation and a member of GIC Legal Working Group. Representing HKFI, Mr Tam also sits as a member on the Class Actions Sub-committee of the Law Reform Commission of Hong Kong, the Committee on Employees’ Compensation of the Labour Advisory Board, and the Appeal Panel on Disciplinary Actions for the Voluntary Health Insurance Scheme.
Mr Tam joined Chevalier Group in 1986 and is currently the Deputy Managing Director of the Group and the Director and Chief Executive of Chevalier Insurance Co. Ltd, responsible for the operations of insurance services; cold storage and logistics; property investment and development; property management; and travel agency businesses.
Mr Tam holds a Bachelor Degree in Laws from Peking University of the People’s Republic of China; a Master of Arts Degree from City University of Hong Kong; and a Postgraduate Diploma in Corporate Administration from the Hong Kong Polytechnic University. Mr Tam is a Fellow Member of each of the Chartered Institute of Arbitrators; the Royal Institution of Chartered Surveyors; the Chartered Governance Institute in the United Kingdom; and the Hong Kong Chartered Governance Institute. Mr Tam is also a Chartered Member of the Chartered Institute of Housing.
Ms Sally Wan
General Insurance Council Chairman 2023/2024
Ms Sally Wan is the Chairman of the General Insurance Council (GIC), and within, the Chairman of the Legal Working Group, a Governing Committee Member of HKFI, and a Councillor of the Life Insurance Council. She serves as a member of Industry Advisory Committee on General Business for the Insurance Authority, a Council Member of Motor Insurers’ Bureau of Hong Kong and a member of Market Development Committee for the Financial Services Development Council. She is a member of the HKMA Insurance Management Committee, the Hong Kong Academy of Finance, and serves as the Vice President of the East Asian Insurance Congress Executive Board.
Sally is the Chief Executive Officer of AXA Greater China and is responsible for the management and operations of Hong Kong, Macau and Mainland China.
Sally has extensive management and business development experience in insurance companies covering Asia Pacific Region. She has held a number of senior positions in major insurance companies in Asia, including Hong Kong and Japan.
Prior to joining AXA Hong Kong and Macau in 2018, Sally was with AIA Group for more than 11 years in various senior positions including Regional Director in Financial Planning and Management and Regional Business Development Director. She spent 7 years in Tokyo with Allianz Fire and Marine Japan Ltd as Chief Financial Officer and other senior positions. She started her career in KPMG Hong Kong in 1996.
Sally is a qualified accountant with CPA Australia and holds a Bachelor degree in Commerce from The University of New South Wales, Australia.
Mr Alger Fung
Life Insurance Council Chairman 2023/2024
Mr Alger Fung is the Chairman of the Life Insurance Council (LIC) and a HKFI Governing Committee member. He also serves as a Chairman of the ILAS Product Working Group and Legal Working Group of LIC.
Alger is Chief Executive Officer for AIA Hong Kong & Macau effective from 1 Jan 2021. He is responsible for extending AIA’s distribution market presence and developing new opportunities for sustained growth in Hong Kong & Macau.
Prior to this role, Alger was Chief Executive Officer of AIA Thailand since 1 May 2019. Under his leadership, AIA Thailand significantly expanded its protection propositions and strengthened its unit-linked business, while continuing to raise the productivity of the agency force. The partnership with Bangkok Bank was also further strengthened with continued new business growth and increased productivity of the banca sales force.
Alger was the General Manager of Guangdong Branch, AIA China from 2014, where he helped to transform the agency business into a full-time, professional agency model that delivered significant VONB growth, contributing towards AIA China’s overall outstanding track record of success.
Alger brings with him a wealth of experience with over 25 years in the life insurance industry. Throughout his career, he has served in a wide range of leadership roles with an exceptional track record of success.
Alger joined AIA Group Office as Regional Chief Agency Officer in 2013, responsible for China, Singapore, India and Sri Lanka, where he was key in implementing AIA’s Premier Agency strategy.
Alger was recognised by the Financial Services Bureau of the Guangzhou Government and he was also appointed as Adjunct Professor by Lingnan College of Sun Yat-sen University in 2016.
