Mr Edward Moncreiffe has served in a variety of senior executive positions of his company across Insurance, Pensions, Distribution and Strategy, in Europe, Latin America and Asia-Pacific. Ms Winnie Wong has over 20 years’ experience in Insurance and Risk Management Consulting.
 
Under the Governing Committee of the HKFI, there are two Councils responsible for dealing with all technical matters concerning general insurance and life insurance respectively. The General Insurance Council is chaired by Mr Ivan Tam while the Life Insurance Council is chaired by Ms Orchis Li.
 
Established in August 1988, the HKFI enjoys full recognition by the Hong Kong SAR Government as the representative insurer body of the industry. It exists to promote insurance to the people of Hong Kong and build consumer confidence in the industry by promoting high standards of ethics and professionalism amongst its Members.

Mr Edward Moncreiffe
The Hong Kong Federation of Insurers (HKFI) Chairman 2021/2022

Mr Edward Moncreiffe is the Chairman of HKFI and a Councillor at the Life Insurance Council (LIC). He also serves as the Chairman of the Task Force on Protection Linked Plan, and is a Governor of Matilda International Hospital and the Chairman of the City Mental Health Alliance Hong Kong.

Ed is the Chief Executive Officer of HSBC Life (International) Limited, overseeing HSBC’s insurance business in Hong Kong and Macao.

Since joining HSBC Group in 2005, Ed has served in a variety of senior executive positions across Insurance, Pensions, Distribution and Strategy, in Europe, Latin America and Asia-Pacific.

He holds a BA (Hons) from The University of Durham, a MBA (Hons) from The University of Chicago Booth School of Business, and an Advanced Diploma in Insurance from the Chartered Insurance Institute.

Ms Winnie Wong
HKFI Deputy Chairman 2021/2022

Ms Winnie Wong is the Deputy Chairman of HKFI and a Councillor at the General Insurance Council (GIC). She also serves as the Chairman of Task Force on Insurance-linked Securities and a member of GIC InsurTech Task Force.

Winnie is the CEO & Executive Director of Asia Insurance Company Limited (a leading composite insurance company in Hong Kong) and Avo Insurance Company Limited. Prior to Asia Insurance, she was the CEO of Aon Risk Solutions Hong Kong/Macau and Assistant General Manager of Royal & Sun Alliance Insurance. She has over 20 years’ experience in Insurance and Risk Management Consulting.

She is a recognized industry expert, regularly speaking at a number of industry conferences and is very active in the insurance industry and community. She is currently a Board Member of the Financial Services Development Council (FSDC) / Convenor of the New Business Committee of FSDC. She also sits on The Human Resources Planning Commission, The Independent Commission on Remuneration for Members of the Executive Council and the Legislature, and Officials under the Political Appointment system of the HKSAR, The Resolvability Review Tribunal, Mandatory Provident Fund Schemes Advisory Committee, Higher Rights Assessment Board, HKTDC Belt and Road Committee - Professional Services Working Group and FSTB Steering Committee on the Pilot Program to Enhance Talent Training for the Insurance Sector.

Winnie is also a Councilor of Motor Insurers’ Bureau of Hong Kong and Employees Compensation Insurer Insolvency Bureau. She is a member and Honorary Treasurer of Zonta Club of New Territories, Member of Board of Trustees and Board of Director of the Alumni Association of Shaw College, The Chinese University of Hong Kong (CUHK), also member of the MBA Alumni Advisory Board of The HK University of Science & Technology (HKUST). She was Chairperson of the Fire Insurance Association in 2003 and first female President of the Hong Kong Insurers Club in 2008.

Winnie graduated from CUHK, obtained an MBA Degree from HKUST and completed the International Management Development Program at The University of California, Los Angeles (UCLA). She is also a Chartered Insurance Practitioner and fellow member (FCII) of the Chartered Insurance Institute (UK), Associate in Risk Management (ARM) of the Insurance Institute of America.

Mr Ivan Tam
General Insurance Council Chairman 2021/2022

Mr Tam Kwok Wing, Ivan, is the Chairman of the General Insurance Council (GIC) and a Governing Committee member of the Hong Kong Federation of Insurers. He also serves as the Chairman of Task Force on Employees' Compensation and a member of GIC Legal Working Group. Representing HKFI, Mr Tam also sits as a member on the Class Actions Sub-committee of the Law Reform Commission of Hong Kong, the Committee on Employees’ Compensation of the Labour Advisory Board, and the Appeal Panel on Disciplinary Actions for the Voluntary Health Insurance Scheme.

Mr Tam joined Chevalier Group in 1986 and is currently the Deputy Managing Director of the Group and the Director and Chief Executive of Chevalier Insurance Co. Ltd, responsible for the operations of insurance services; cold storage and logistics; property investment and development; property management; and travel agency businesses.

Mr Tam holds a Bachelor Degree in Laws from Peking University of the People’s Republic of China; a Master of Arts Degree from City University of Hong Kong; and a Postgraduate Diploma in Corporate Administration from the Hong Kong Polytechnic University. Mr Tam is a Fellow Member of each of the Chartered Institute of Arbitrators; the Royal Institution of Chartered Surveyors; the Chartered Governance Institute in the United Kingdom; and the Hong Kong Institute of Chartered Secretaries. Mr Tam is also a Chartered Member of the Chartered Institute of Housing.

Life Insurance Council Chairman 2021/2022

Ms Orchis Li is the Chairman of the Life Insurance Council (LIC) and a Governing Committee Member. She is the Chairman of the LIC Legal Working Group and Actuarial Working Group, and a member of the Reinsurers’ Forum, Life Operation and Risk Management Working Group and Task Force on Policyholders Protection Scheme under the LIC. She also serves as a member of the Industry Advisory Committee with the Insurance Authority, the Complaints Panel under The Insurance Complaints Bureau, the Appeal Panel on Disciplinary Actions for the VHIS, as well as the Health Committee and Actuarial Innovation Committee with the Actuarial Society of Hong Kong.

Orchis is the General Manager of Gen Re’s Hong Kong Branch. She joined Gen Re in 2015 and is responsible for the management of the Hong Kong branch and regional/group offices’ client relationships. Orchis also has the responsibilities of driving InsurTech strategy as well as analytics and development of critical illness products for Asia. She has more than 20 years of experience in the Hong Kong insurance market, with a focus on product development and prior to joining Gen Re, Orchis had worked with a number of multinational insurance companies.

Orchis is a Fellow of the Institute and Faculty of Actuaries.

She is currently a Board Member of the Financial Services Development Council (FSDC) / Convenor of the New Business Committee of FSDC. She also sits on The Human Resources Planning Commission, The Independent Commission on Remuneration for Members of the Executive Council and the Legislature, and Officials under the Political Appointment system of the HKSAR, The Resolvability Review Tribunal, Mandatory Provident Fund Schemes Advisory Committee, Higher Rights Assessment Board, HKTDC Belt and Road Committee - Professional Services Working Group and FSTB Steering Committee on the Pilot Program to Enhance Talent Training for the Insurance Sector.

Winnie is also a Councilor of Motor Insurers’ Bureau of Hong Kong and Employees Compensation Insurer Insolvency Bureau. She is a member and Honorary Treasurer of Zonta Club of New Territories, Member of Board of Trustees and Board of Director of the Alumni Association of Shaw College, The Chinese University of Hong Kong (CUHK), also member of the MBA Alumni Advisory Board of The HK University of Science & Technology (HKUST). She was Chairperson of the Fire Insurance Association in 2003 and first female President of the Hong Kong Insurers Club in 2008.

Winnie graduated from CUHK, obtained an MBA Degree from HKUST and completed the International Management Development Program at The University of California, Los Angeles (UCLA). She is also a Chartered Insurance Practitioner and fellow member (FCII) of the Chartered Insurance Institute (UK), Associate in Risk Management (ARM) of the Insurance Institute of America.

Mr Ivan Tam
General Insurance Council Chairman 2021/2022

Mr Tam Kwok Wing, Ivan, is the Chairman of the General Insurance Council (GIC) and a Governing Committee member of the Hong Kong Federation of Insurers. He also serves as the Chairman of Task Force on Employees' Compensation and a member of GIC Legal Working Group. Representing HKFI, Mr Tam also sits as a member on the Class Actions Sub-committee of the Law Reform Commission of Hong Kong, the Committee on Employees’ Compensation of the Labour Advisory Board, and the Appeal Panel on Disciplinary Actions for the Voluntary Health Insurance Scheme.

Mr Tam joined Chevalier Group in 1986 and is currently the Deputy Managing Director of the Group and the Director and Chief Executive of Chevalier Insurance Co. Ltd, responsible for the operations of insurance services; cold storage and logistics; property investment and development; property management; and travel agency businesses.

Mr Tam holds a Bachelor Degree in Laws from Peking University of the People’s Republic of China; a Master of Arts Degree from City University of Hong Kong; and a Postgraduate Diploma in Corporate Administration from the Hong Kong Polytechnic University. Mr Tam is a Fellow Member of each of the Chartered Institute of Arbitrators; the Royal Institution of Chartered Surveyors; the Chartered Governance Institute in the United Kingdom; and the Hong Kong Institute of Chartered Secretaries. Mr Tam is also a Chartered Member of the Chartered Institute of Housing.

Ms Orchis Li
Life Insurance Council Chairman 2021/2022

Ms Orchis Li is the Chairman of the Life Insurance Council (LIC) and a Governing Committee Member. She is the Chairman of the LIC Legal Working Group and Actuarial Working Group, and a member of the Reinsurers’ Forum, Life Operation and Risk Management Working Group and Task Force on Policyholders Protection Scheme under the LIC. She also serves as a member of the Industry Advisory Committee with the Insurance Authority, the Complaints Panel under The Insurance Complaints Bureau, the Appeal Panel on Disciplinary Actions for the VHIS, as well as the Health Committee and Actuarial Innovation Committee with the Actuarial Society of Hong Kong.

Orchis is the General Manager of Gen Re’s Hong Kong Branch. She joined Gen Re in 2015 and is responsible for the management of the Hong Kong branch and regional/group offices’ client relationships. Orchis also has the responsibilities of driving InsurTech strategy as well as analytics and development of critical illness products for Asia. She has more than 20 years of experience in the Hong Kong insurance market, with a focus on product development and prior to joining Gen Re, Orchis had worked with a number of multinational insurance companies.

Orchis is a Fellow of the Institute and Faculty of Actuaries.
