The Hong Kong Federation of Insurers (HKFI) announces today (Thursday, 29 April 2016) the appointment of its Governing Committee for the term 2016/2017:

Mr Ronnie Ng has 30 years of experience in general insurance and reinsurance underwriting, brokering, business development and strategic planning in Hong Kong and overseas.  Mr Stuart Fraser has extensive experience in the financial services sector gained from the UK and Asian markets.  He has worked at both regional and operational levels in Asia for over 20 years; the last 14 years at CEO level in Hong Kong.
 
Under the Governing Committee of the HKFI, there are two Councils responsible for dealing with all technical matters concerning general insurance and life insurance respectively. The General Insurance Council is chaired by Mr Pui-leung Chan while the Life Insurance Council is chaired by Mr Lennard Yong.
 
Established in August 1988, the HKFI enjoys full recognition by the Hong Kong SAR Government as the representative insurer body of the industry and is responsible for the administration of over 80,000 registered insurance agents in the territory.  It exists to promote insurance to the people of Hong Kong and build consumer confidence in the industry by promoting high standards of ethics and professionalism amongst its Members.

Mr Ronnie W F Ng
The Hong Kong Federation of Insurers (HKFI) Chairman 2016/2017

Mr Ronnie Ng is the Chairman of the HKFI and a Councillor of the General Insurance Council (GIC) and a member of the HKFI Governing Committee. In the term of 2015/2016, he was the Deputy Chairman of the HKFI and a member of the HKFI’s Governing Committee. He served on HKFI’s various Task Forces, including the Consultancy Study on Risk-based Capital Framework and the Independence of the Insurance Authority.  He also served as Chairman of the Task Force on Employees' Compensation Terrorism, a member of the Task Force on Employees' Compensation and a Delegate of the Accident Insurance Association under GIC.
 
Mr Ng is currently the Chairman of the Board and a member of the Advisory Committee of the Employees' Compensation Insurance Residual Scheme Bureau (ECIRSB). He was the Deputy Chairman of ECIRSB for the term 2011/2012. He is also an Honorary Secretary of the Insurance Claims Complaints Bureau, a Council Member of the Employees Compensation Insurer Insolvency Bureau, a member of the OSH Star Enterprises-RMAA Safety Accreditation Scheme Steering Committee and a member of the Appointment Advisory Board of the Hong Kong International Arbitration Centre.
 
As the founder, Mr Ng has been the Chief Executive of China Overseas Insurance Limited since 2002, who is responsible for the overall management and development of the company. He has 30 years of experience in general insurance and reinsurance underwriting, brokering, business development and strategic planning in Hong Kong and overseas.
 
Mr Ng holds a Bachelor of Arts degree in Economics from Dalhousie University, Halifax, Nova Scotia, Canada and a Master Degree of Business Administration (General Management) from the Hong Kong Polytechnic University. He is a Fellow of the Insurance Institute of Canada (FIIC) and a Senior Associate of the Australian and New Zealand Institute of Insurance and Finance (ANZIIF Snr Assoc). He also holds the Canadian Risk Management (CRM) and Fellow Risk Management (FRM) designations awarded by the Canadian Risk and Insurance Management Society (CRIMS).

Mr Stuart Fraser
HKFI Deputy Chairman 2016/2017

Mr Stuart Fraser is the Deputy Chairman of the HKFI, a Councillor of Life Insurance Council (LIC) and member of HKFI Governing Committee.  He was the Chairman of the LIC in the term 2014/15.  In the term 2015/2016, he served on HKFI various task forces including the Task Forces on Competition Law, Consultancy Study on Risk-based Capital Framework and the Independence of the Insurance Authority.  He was also the Chairman of LIC Legal Working Group and member of the ILAS Products Working Group.
 
Mr Fraser is the Chief Executive Officer of Ageas Insurance Company (Asia) Ltd.  He has extensive experience in the financial services sector gained from the UK and Asian markets.  He has worked at both regional and operational levels in Asia for over 20 years; the last 14 years at CEO level in Hong Kong.
 
He served as an Honoury Panel of Advisors and Lecturers for Warnborough College, Ireland and was a founding and non-executive director of the Kitchee Foundation which promotes the development of junior football in Hong Kong.
  
Mr Fraser holds a Master of Arts Degree in Marketing from the Birmingham City Universtiy, UK and a Post Graduate Diploma in Marketing from the Chartered Institute of Marketing, UK.  He is an Associate of the Chartered Insurance Institute, and is a Chartered Insurer.  He was granted an Honorary Doctorate in Management Studies in 2015. 

Mr P L Chan
General Insurance Council Chairman 2016/2017

Mr P L Chan is the Chairman of the General Insurance Council (GIC) and a member of the HKFI Governing Committee.  In the term 2015/2016, he was the GIC Deputy Chairman and a Councillor of the General Insurance Council of the HKFI. He also served as Chairman of the Insurers-Brokers Liaison Committee, Task Forces on Apprenticeship Programme, Greater China Affairs and the Legal Working Group under the GIC. Mr Chan is a member of LIC’s Task Force on Employees’ Compensation.
 
Mr Chan is the Deputy Chairman of Employees’ Compensation Insurance Residual Scheme, Board Member of Employees Compensation Insurer Insolvency Bureau and Motor Insurers’ Bureau of Hong Kong.
 
Mr Chan, the General Manager of China Taiping Insurance (HK) Company Limited, is responsible for the overall management and business development of the company. He has over 30 years of experience in general insurance with expertise in underwriting and marketing.
 
Mr Chan holds a Master degree in Business Administration from the University of Hong Kong and qualifies as a Member of the Chartered Institute of Marketing, UK.

Mr Lennard Yong is the Chairman of the Life Insurance Council and a member of the HKFI Governing Committee. He has been involved with the Federation since 2011 and has been responsible for leading a number of industry initiatives and task forces.
 
In addition to HKFI responsibilities he is an advisor to the HK government as member of the Insurance Advisory Committee to the Financial Services and Treasury Bureau, 2016 Board of Governors of the American chamber of commerce (HK), member of the Product Advisory Committee - Securities & Futures Commission, and member of the Insurance Management Committee for the HK Management Association (HKMA).
 
Mr Lennard Yong is the Chief Executive Officer of MetLife Hong Kong. He has international business experience covering over 20 years in Insurance, Asset Management and Banking in Australia, Asia and in Europe for global multinational financial services - ING Group and now MetLife.

He is a Fellow of the Insurance Institute of Canada (FIIC) and a Senior Associate of the Australian and New Zealand Institute of Insurance and Finance (ANZIIF Snr Assoc). He also holds the Canadian Risk Management (CRM) and Fellow Risk Management (FRM) designations awarded by the Canadian Risk and Insurance Management Society (CRIMS).

Mr Stuart Fraser
HKFI Deputy Chairman 2016/2017

Mr Stuart Fraser is the Deputy Chairman of the HKFI, a Councillor of Life Insurance Council (LIC) and member of HKFI Governing Committee.  He was the Chairman of the LIC in the term 2014/15.  In the term 2015/2016, he served on HKFI various task forces including the Task Forces on Competition Law, Consultancy Study on Risk-based Capital Framework and the Independence of the Insurance Authority.  He was also the Chairman of LIC Legal Working Group and member of the ILAS Products Working Group.
 
Mr Fraser is the Chief Executive Officer of Ageas Insurance Company (Asia) Ltd.  He has extensive experience in the financial services sector gained from the UK and Asian markets.  He has worked at both regional and operational levels in Asia for over 20 years; the last 14 years at CEO level in Hong Kong.
 
He served as an Honoury Panel of Advisors and Lecturers for Warnborough College, Ireland and was a founding and non-executive director of the Kitchee Foundation which promotes the development of junior football in Hong Kong.
  
Mr Fraser holds a Master of Arts Degree in Marketing from the Birmingham City Universtiy, UK and a Post Graduate Diploma in Marketing from the Chartered Institute of Marketing, UK.  He is an Associate of the Chartered Insurance Institute, and is a Chartered Insurer.  He was granted an Honorary Doctorate in Management Studies in 2015. 

Mr P L Chan
General Insurance Council Chairman 2016/2017

Mr P L Chan is the Chairman of the General Insurance Council (GIC) and a member of the HKFI Governing Committee.  In the term 2015/2016, he was the GIC Deputy Chairman and a Councillor of the General Insurance Council of the HKFI. He also served as Chairman of the Insurers-Brokers Liaison Committee, Task Forces on Apprenticeship Programme, Greater China Affairs and the Legal Working Group under the GIC. Mr Chan is a member of LIC’s Task Force on Employees’ Compensation.
 
Mr Chan is the Deputy Chairman of Employees’ Compensation Insurance Residual Scheme, Board Member of Employees Compensation Insurer Insolvency Bureau and Motor Insurers’ Bureau of Hong Kong.
 
Mr Chan, the General Manager of China Taiping Insurance (HK) Company Limited, is responsible for the overall management and business development of the company. He has over 30 years of experience in general insurance with expertise in underwriting and marketing.
 
Mr Chan holds a Master degree in Business Administration from the University of Hong Kong and qualifies as a Member of the Chartered Institute of Marketing, UK.

Mr Lennard Yong
Life Insurance Council Chairman 2016/2017

Mr Lennard Yong is the Chairman of the Life Insurance Council and a member of the HKFI Governing Committee. He has been involved with the Federation since 2011 and has been responsible for leading a number of industry initiatives and task forces.
 
In addition to HKFI responsibilities he is an advisor to the HK government as member of the Insurance Advisory Committee to the Financial Services and Treasury Bureau, 2016 Board of Governors of the American chamber of commerce (HK), member of the Product Advisory Committee - Securities & Futures Commission, and member of the Insurance Management Committee for the HK Management Association (HKMA).
 
Mr Lennard Yong is the Chief Executive Officer of MetLife Hong Kong. He has international business experience covering over 20 years in Insurance, Asset Management and Banking in Australia, Asia and in Europe for global multinational financial services - ING Group and now MetLife.
