Mr Thomas M N Lee has over 25 years of experience in the life insurance industry. Mr Jimmy W F Poon has more than 30 years of practical experience in the general insurance.

Under the Governing Committee of the HKFI, there are two Councils responsible for dealing with all technical matters concerning general insurance and life insurance respectively. The General Insurance Council is chaired by Mr William M F Ng while the Life Insurance Council is chaired by Mr Mike S C Lee.

Established in August 1988, the HKFI enjoys full recognition by the Hong Kong SAR Government as the representative insurer body of the industry. It exists to promote insurance to the people of Hong Kong and build consumer confidence in the industry by promoting high standards of ethics and professionalism amongst its Members.

Mr Thomas M N Lee
The Hong Kong Federation of Insurers Chairman 2013/2014

Mr Thomas Lee is the Chairman of the HKFI and a Councillor of HKFI’s Life Insurance Council (LIC).  In the term 2012/2013, he was HKFI’s Deputy Chairman and Chairman of the Task Forces on Financial Services Development Council, Medical Claims Practice Review, LIC’s Professional Standard Working Group and Task Force on ILAS Sales Process.  Besides, he also served on various Task Forces including Commission Disclosure under the Prevention of Bribery Ordinance, Consultancy Study on Risk-based Capital Framework, Independence of the Insurance Authority, Policyholders’ Protection Fund, LIC’s Renminbi Life Insurance Products and Sales Remuneration.

Mr Lee is a member of Insurance Claims Complaints Bureau’s General Committee, Insurance Consultative Network for Insurance under Employees Retraining Board and Insurance Intermediaries Quality Assurance Scheme Steering Committee under Insurance Authority.  He is also a member of the Steering Committee of the Asian Financial Forum 2014.

After graduated from the University of Hong Kong with a Bachelor of Social Sciences degree, majoring in Economics, Mr Lee started his career in the actuarial field in the insurance industry in 1988.  He joined American International Assurance Co (Bermuda) Ltd in 1999 and was appointed the Head of Actuarial Department in 2003.  Mr Lee has later expanded his scope of responsibilities and was appointed Vice President & Assistant General Manager in 2006.  In 2009, he was appointed as the Chief Marketing Officer spearheading strategic marketing.

Mr Lee obtained Fellowship of the Society of Actuaries, US in 1996.  He has been a member of the Actuarial Society of Hong Kong (ASHK) since 1988 and has served as the Chairperson of the Life Insurance Committee under the ASHK in 2004 and 2005.

Mr Jimmy W F Poon
The Hong Kong Federation of Insurers Deputy Chairman 2013/2014

Mr Jimmy Poon is the Deputy Chairman of the HKFI and a Councillor of the HKFI’s General Insurance Council (GIC).  In the term of 2012/2013, he was the Chairman of GIC and a member of the HKFI’s Governing Committee.  He also served as a member of various Task Forces, including Consultancy Study on Risk-based Capital Framework, Financial Services Development Council, Insurance Scam, the Independence of the Insurance Authority, Policyholders' Protection Fund, Review of the Personal Data (Privacy) Ordinance and Commission Disclosure under the Prevention of Bribery Ordinance.  Mr Poon was the Chairman of Task Force on Consultancy Study on Risk-based Capital under GIC.  He was also a member of Accident Insurance Association (AIA) and Task Force on How to Help Develop HK into a Maritime Centre - from the Insurance Perspective, and a Task Force Member of Travel Insurance Association under AIA.

Mr Poon is currently a member of Employees Compensation Insurance Residual Scheme Board.  He also represents the GIC at the Committee on Employees’ Compensation of the Labour Advisory Board, the Advisory Board of the Hong Kong International Arbitration Centre, IIQAS Steering Committee under the Insurance Authority, Road Safety Council and Insurance Training Board. He is also the Honorary Secretary of the ICCB.  In addition, Mr Poon has been participating in various industry organizations. He is currently appointed as the Deputy Chairman of Motor Insurers' Bureau of Hong Kong and the Advisory Board Member of the Hong Kong Export Credit Insurance Corporation.

Mr Poon, the Chief Executive Officer of Dah Sing Insurance Company (1976) Limited, is responsible for the development of general insurance business of Dah Sing Financial Group.

Mr Poon holds an ANZII (Assoc) qualification and a Master degree in Business Management, has over 30 years of experience in general insurance with expertise in underwriting, reinsurance, product development, sales and marketing.

Mr William M F Ng
General Insurance Council Chairman 2013/2014

Mr William Ng is the Chairman of the General Insurance Council (GIC) and a member of the Governing Committee. He also served on the Task Force on the Independence of Insurance Authority and Task Force on Consultancy Study on Risk-based Capital under GIC.  He had been Deputy Chairman and a member of the Accident Insurance Association from 2001-2006 and 2007-2009.

Mr Ng is currently a member of Employees Compensation Insurance Residual Scheme Board.  He represents the GIC at the Committee on Construction Site Safety of Construction Industry Council.

Mr Ng is the Deputy General Manager and Acting General Manager of Tugu Insurance Company Limited and responsible for the strategic development of general insurance business.

Mr Ng qualifies as an Associate of Chartered Insurance Institute (ACII) and a Chartered Insurer.  He is also a member of the Hong Kong Society of Certified Insurance Practitioner.

Mr Mike S C Lee
Life Insurance Council Chairman 2013/2014

Mr Mike Lee is the Chairman of the Life Insurance Council (LIC) and a member of the Governing Committee.  He also serves on HKFI’s various task forces, including Building a Central Insurance Database, Insurance Scam, the Independence of the Insurance Authority, Medical Claims Practice Review and LIC's Renminbi Life Insurance Products and Sales Remuneration.

He has wide experience serving the insurance industry and was a member of the Insurance Agents Registration Board and the Insurance Claims Complaint Panel for many years.

Mr Lee is currently the Senior Vice President - Operations of MassMutual Asia Limited and has over 20 years of various management experiences in the life insurance industry.

Mr Lee graduated from the Hong Kong Polytechnic University.  He also holds a Graduate Diploma in Management from the HK University of Science and Technology.  He holds the Fellow of the Life Management Institute (FLMI) qualification.
